Perimeter Defence - Kosovo

The Norwegian Army was in charge of the Military camp in Lebane in Kosovo during the war in the former Republic of Yugoslavia. Their responsibility included protection of the base from theft and attacks. In an initial period the perimeter protection was based on IR sensors. During this period problems rapidly occurred due to a number of false alarms and the fact that the system didn’t pinpoint where in the perimeter the actual alarm took place. This would in, a worst case scenario, lead to walking/running distances of more than two kilometers for the involved guards and therefore expose the base in an extended period of time after a real alarm situation.

As a result of these shortcomings of the IR technology, it was decided to install an Advanced Video Motion Detection system to secure the perimeter. A total of 16 cameras were used to secure the 1.8 kilometer perimeter. Standard cameras were used with different FOV depending on the actual distance to cover.

The system was implemented with a mapping system, making it possible to instantly locate any detected incident. Consequently, the number of thefts decreased drastically and was almost eliminated, the number of false alarms was also reduced and for long periods of time (several days) there were no false alarms at all in the system. The system was operative for as long as the Norwegians were in charge of the base. After it was taken down the guard force had to be tripled.
